Hit "Clone or download" button then "Download ZIP".
Place the "ElvUI_BuffHighlight" folder (not "ElvUI_BuffHighlight-master") in your /Interface/Addon folder.

Keep in mind, this is my first attemp at writting a WoW addon, I'm neither a professional developer nor experienced in Lua. It is likely to be buggy/not working as expected in many situations.
