3.3v from J2 Breakout

I'm trying to power an external ESP32 from the 3.3v on the breakout connector. When nothing is connected I get +3.3v from the pin, but the moment I connect the esp it drops to 0.6v. I'm powering the CMOD through the microusb connector, as I can't get the barrel jack to work currently.

Powering the breakout pins through the fpga is not a scenario I had in mind for the breakout pins. It's possible that either that voltage drop occurs because the cmod can't provide enough current or maybe decoupling capacitors at the 3.3v rail of the fpga 3.3v pin are missing. Why is the barrel jack not working?
