Add GO API users to go-technical-announcements repo

The users that we want to capture are:

• api.geneontology.xyz users to announce that it will be shut down
• users that are migrating from the above to the current compromise endpoint described at Reduce the number of used APIs (only api.geneontology.org) go-fastapi#114 (comment))
• general GO API users (as we have changes in the roadmap)
• users where we are the upstream data provider with current/snapshot/release.
