Don't use theme background color for ToggleSwitch off background

Describe your proposed change

• The ToggleSwitch currently uses Keen's COLOR_BACKGROUND_THREE property to drive the background color of the switch when toggled "off". If that is overridden to a light color, the foreground toggle is washed out due to the light background.

I suggest this component does not determine its "off" background color by the theme. It should not change at all since the toggle is white and unthemeable.
