available dialog slips out of screen

Dialog containing available filters is rendered such that its right edge falls outside the screen and this causes a horizontal scroll bar to appear.

Furthermore, when the last active filter is unchecked, the collapse icon disppears, the add icon is shifted rightwards and the content of the dialog moves further to the right. This could be patched by using visibility: hidden instead of display: none to hide icons but we would end up with empty space between add and remove.

Team decided to wait on this until we have decision on UI changes as this may not be an easy fix (more than CSS).
