yarn add global doesn't add the new-component command

When I try and do yarn global add new-component and run the new-component command, it results in the following error:

new-component : The term 'new-component' is not
recognized as the name of a cmdlet, function,
script file, or operable program. Check the
spelling of the name, or if a path was
included, verify that the path is correct and
try again.
