Installed but inactive plugin -- button is labeled as "Install" #1

For example, here, Contact Form 7 is installed but not activated.

Under recommended plugin, the button says "Install".

I suggest, it should say "Installed" and unable to click, or a button to "Activate" and able to click to activate.
