MACHINE=jetson-xavier-nx-devkit is invalid?

I have used the MACHINE=jetson-xavier-nx-devkit earlier and built the image.
But now I try add a recipe and added a directory "meta-* " and try to build.

But now, when I run the "bitbake core-image-sato-dev", I get error :
MACHINE=jetson-xavier-nx-devkit is invalid. Please set a valid MACHINE in your local.conf, environment or other configuration file.

But I have set the MACHINE in build/conf/local.conf file as jetson-xavier-nx-devkit.

Why I see this error?

The meta-tegra layer was missing in the build/conf/bblayers.conf file. Added that and it worked.
