A shared Utilities repo

The following files are currently duplicated across Solidity repos. And for those that are not duplicated, we inherit them from Lockup.

• Adminable.sol
• NoDelegateCall.sol
• Batch.sol
• Some portions of Base.s.sol
• Some test files inherited by Flow from Lockup

To lower maintenance (e.g., this issue is relevant to both Lockup and Flow), what do you think about creating a dedicated Utilities repo that all other repos could inherit from?

Right now, Lockup is treated as the primary repository and then Flow and Airdrops inherit from it. However, I believe Flow, Lockup, and Airdrops should operate at the same hierarchy level, each inheriting the common code from a shared Utilities repo rather than from one another.

Completely in favor of this.

The new setup will lead to some duplicated config files, but that's a low price to pay for of reducing the duplicated production code.
