Redo the RSEs list page

Should be built on top of PR #463
Depends on #432

Requirements:

• migrate to a new design and layout
• use custom styled shadcn components
• make sure the loading cannot start while the table isn't ready
• make sure the page.tsx is completely server-side (allow initial data loading, useSearchParams there)
• make sure the errors are displayed
• cover with unit/integration tests!
• change storybooks to use endpoint mocking
• find a way to benchmark it with large streams of data
• make sure the light theme is integrated well!
