Rename repo

The name is confusing since we rarely use this for building styles that are hosted on Mapbox or use Mapbox's current libraries. Mainly we use Maplibre so we should make the name more generic, something like gl-style-build.

There are also a ton of public (if not publicized) Stamen repos with similar names that should also be renamed:

• lint-mapbox-gl-style-action
• mapbox-gl-style-remove-defaults
• mapbox-gl-style-diff
• mapbox-gl-style-performance-linter
• mapbox-gl-style-linter
• mapbox-gl-style-recurse
• mapbox-gl-style-format

Just noting that before we change the names, we should confirm Github can gracefully handle the name change in a backwards compatible way for previous versions.

Similarly, we will need to check in on the behavior regarding whether pulling in tags previous to the name change require the old name or not.
