If you want to install all the visual effects in this repo, just move them to ~/.config/panon/.
mkdir ~/.config/panon/
git clone https://github.com/rbn42/panon-effects
mv panon-effects/effects/* ~/.config/panon/Minimum required version of panon is 0.3.1.
