built on newer ubuntus/libc may not work on older ubuntus

We need to update to 24.04 regardless, as these images will 'soon' be EOL'ed. From the end of January 2025 these will officially move to latest as identifier.

• Ref: The Ubuntu 20.04 Actions runner image will begin deprecation on 2025-02-01 and will be fully unsupported by 2025-04-01 actions/runner-images#11101
