This PR is a manual backport of #25645.
The automatic backport #25786 broke the opentitantool build due to some differences between this branch and master.
This PR:

  • Amend the first commit after run bazel run //third_party/rust:crate_index -- --repin to update the crate index.
  • Amend the last commit, removing a tpm funciton from the SPI, as it wasn't backported from master yet.

[rust] Add new dependencies to opentitanlib

The new dependencies will be used to implement a new transport that will
use a ftdi chip to bootstrap a opentitan chip.
