added the functionality of a /kill command. Fixed a bug with news feature; now will compare latest news to the last 5 news GUIDs, instead of only the last one (because P-CEP website admins are weird). Also fixed a major bug with /settings, essentially allowing everyone to use it. Also set max listeners to 20.
