reintroduce rust-toolchain.toml to enforcde 1.84 for CI and developers

as otherwise any system using an older version will fail Once we are on 1.85, which comes with edition 2024, I think we can get rid of this file for real, as at that point the edition will enforce this requirement for us... I think
