ament_cuda

⚠️ current code doesn't include CUDA enablers and only relies on VPI for first demonstrators which is shipped in the rootfs. Future CMake macros should enable CUDA cross-compilation ⚠️

CMake macros and utilities to include NVIDIA CUDA into the ROS 2 build system (ament) and its development flows.

NOTE: See REP-2008: ROS 2 Hardware Acceleration Architecture and Conventions (pending PR) for more details on how ament_cuda fits with the rest of the hardware acceleration packages.
